Security of Loads (Snow Removal) Amendment (Tarping)

The Government of Saskatchewan is seeking to amend a clause related to The Security of Loads Regulations, 2013 in August 2025.

The amendment aims to clarify tarping requirements for equipment hauling snow on public roads.

The goal is to gather feedback from municipalities, government agencies, industry associations and commercial operators on amendments to the regulations.

Background

The Security of Loads Regulations, 2013, pursuant to The Highways and Transportation Act, 1997, sets out the requirements for securing loads on commercial vehicles to ensure the load does not shift, move, or spill onto the roadway.

Clause 4.1(3)(e) of the regulations currently states that vehicles that conduct snow removal for the Government of Saskatchewan, a municipality, city, town, village, hamlet or a regional park, that are travelling on a public highway with a lawful speed limit of 80 km/hr or less, are not required to tarp.

The Ministry of Highways (ministry) is seeking an amendment to repeal the 80 km/hr speed limit from clause 4.1(3)(e) of the regulations.

The ministry is also seeking to confirm if the proposed amendment should apply to all commercial haulers performing snow removal for private purposes.

Consultation with these stakeholders is a standard process for regulatory amendments.
